Administrative Vertical Strengthening In Regional Higher School: Experience And Prospects

Abstract

The state of the managerial personnel in higher school in Russia is a serious problem demanding cardinal improvement. First of all, it is necessary to strengthen the administrative vertical in higher school. Five directions of activity can be suggested in this connection: 1. Creation of a managerial personnel reserve formation and development system inside a higher school institution. 2. Creation of an institute of legitimate heads of departments and deans assistants institute. 3. Strengthening and development of the pro-rector institute. 4. Development of the managerial personnel training and retraining system in a high school institution. 5. Training of a reserve for the rector post. Implementation of these directions of the administrative vertical strengthening will improve the managerial personnel activity efficiency and will raise the competitiveness of a higher school institution as a whole.
