The Professor - The Main Engine Of Modernization Of Education At Federal University

Abstract

The hypothesis is put forward and is proved: a primary factor for the status of federal university - mass introduction of author's lecture rates by professors. The author's rate is based on the creative research works executed by the professor. Creative works - works necessarily containing a gain of scientific knowledge. It is important for movement of the country in a direction of modernization and an innovation. The list of the concrete measures necessary for modernization of education at a level as of the ministry, and at a level of federal university is offered.
