Median efficiency of higher education institution: budget risks and methodical traps

Abstract

In article results of performance monitoring of institutions of higher education of Russia are described. Monitoring is carried out in the autumn of 2012. The author made an attempt to create model of effective institution of higher education and department on 16 indicators. Feature of the main parameters of the simulated institution of higher education is revealed. Conclusions on problems of use of a technique of control are drawn. Offers concerning improvement of a method are formulated
