Russian higher school foresight: the baseline scenario higher school conversion

Abstract

Foresight results concerning future of Russian higher education in the time horizon to 2030 are presented. Development of higher education is seen in the context of the industrial phase completion and the “other industries†formation (which characters are distributed production, innovations and intellectual components of products as key competitiveness factors) and cognitive society formation. The basic scenario is presented, it is “conversion†of higher school as a shift towards other goals, mission and functions in accordance with the economic and socio-cultural changes in society. The necessary results and mechanisms of this “conversion†are discussed.
