Über Politiklernen lernen: Überlegungen zur Europäischen Beschäftigungsstrategie

Abstract

Der Begriff des Politiklernens erfreut sich zunehmender Beliebtheit in den Politikwissenschaften. Besonders sichtbar ist dies bei den vielzähligen Arbeiten zur Offenen Methode der Koordinierung (OMK) in der Europäischen Beschäftigungsstrategie (EBS). Viele der Forschungsarbeiten weisen grundlegende methodische Probleme hinsichtlich der Wirkungsweise und Ausmaß von Politiklernen auf. Der vorliegende Beitrag stellt deshalb das Lernpotenzial der EBS-Instrumente in den Mittelpunkt. Drei Formen von Lernen werden unterschieden (Lernen durch eigene Erfahrungen, Lernen von anderen und Lernen mit anderen) und systematisch in Bezug zu den EBS-Instrumenten gesetzt. Für Leitlinien und Empfehlungen, Nationale Reformpläne, Benchmarking, Peer Reviews und Indikatoren analysiere ich das Potenzial Bedingungen für Lernen zu schaffen. Der Beitrag zeigt, dass, angesichts der Anlage und Nutzung der Instrumente, Zweifel an der Steuerungswirkung der EBS durch Politiklernen angemessen sind. Hinzu kommt ein Zielkonflikt der Handlungsorientierung bei deliberativem Politiklernen und kompetitivem Politikaushandeln, der das Lernpotenzial der EBS grundlegend in Frage stellt.
