Steuerung des Wandels im Theiß-Einzugsgebiet: Eine Institutionen- und Stakeholderanalyse

Abstract

Veranlassung der Stakeholderanalyse 'Steuerung des Wandels im TEG' war es eine systematische Institutionen- und Stakeholderanalyse zu erstellen. Damit sollte (a) der aktuelle Forschungsbedarf in der Region ermittelt und (b) die Wissensgrundlage für ein mehrjähriges Forschungsprojekt 'Interregionales Entwicklungsprojekt südliche Theiß (South Tisza Interregional Development Project, STIRD)' geschaffen werden. Ihre Zielsetzung war es eine strukturierte Erfassung und systematische Darstellung zu entwickeln, welche (i) die sozialen, wirtschaftlichen und demographischen Faktoren erfasst, (ii) die institutionellen Rahmenbedingungen, d.h. die Handlungs- und Entscheidungs-strukturen und die gegenwärtige Verfassung des Flussgebietsmanagements sowie (iii) eine Stakeholderanalyse zur Bewirtschaftung der südlichen Theiß durchzuführen. Der vorliegende Bericht fokussiert auf die sozio-ökonomischen Indikatoren sowie auf die gegenwärtigen institutionellen Strukturen, Normen und Procedere und die politischen Interessen und Ziele der Akteure im Kontext des Flussgebietsmanagements. Ein inhaltlicher Schwerpunkt liegt dabei auf der Umsetzung der EU-WRRL im Theiß-Einzugsgebiet (TEG).
