Wege aus der Unterbeschäftigung im Weissbuch der EU-Kommission: Eine kritische Würdigung

Abstract

Dieser Beitrag diskutiert kritisch die beschäftigungspolitischen Strategien des im Dezember 1993 erschienen Weißbuchs, der Kommission der Europäischen Union. Die Autoren des Weißbuchs sehen die Hauptansätze zur Reduzierung der Erwerbslosigkeit in Europa in einer Umstrukturierung des Bildungswesens und in der Senkung der Abgabenbelastung der Arbeit. Auffallend ist, besonders im Hinblick auf die öffentliche Diskussion in Deutschland, die zurückhaltende Behandlung von Fragen der Deregulierung des Arbeitsmarktes. In diesem Rahmen werden empirische Fakten und Ergebnisse ökonometrischer Studien zur Flexibilität des deutschen Arbeitsmarktes auf dem Hintergrund bestehender institutioneller Gegebenheiten präsentiert, und erörtert, inwieweit der Zentralisierungsgrad von Lohnverhandlungen und die, herrschende Lohnstruktur beschäftigungshemmend wirken. Abschließend werden die im EU-Weißbuch postulierten Beschäftigungseffekte einer Senkung der Arbeitgeberbeiträge zur Sozialversicherung in Frage gestellt.
