Auf dem Wege zu einer Theorie der internationalen Koordination der Agrarpolitik

Abstract

Mit jeder Preis- und Quotenrunde fällt es den europäischen Landwirtschaftsministern, schwerer, ihre gemeinsame Politik fortzuführen. Längst sind aus Vorreitern der Integration vorgeblich unzufriedene Mitstreiter geworden, die dafür entschädigt werden wollen, daß sie noch zur guten Sache halten. Indem Steuerzahler und Verbraucher den heimischen Herstellern Zugeständnisse machen, schmälern sie, da die Landwirte ihr Angebot ausweiten und die Behörden die erhöhte Menge nur mit Preisnachlässen am Weltmarkt absetzen können, die sektoralen Renten in Drittländern. Im GATT müssen daher die Instanzen der Gemeinschaft immer heftiger mit Regierungen streiten, die ebenfalls den Produzenteninteressen Vorrang einräumen. Bilaterale Absprachen über Exportmarktanteile erweisen sich als brüchig. Inzwischen warnen westeuropäische und nordamerikanische Politiker einander vor einem Handelskrieg - mit dem stillen Zusatz, daß sie selber gut gerüstet seien.
