Der deutsche Einkommensteuertarif: Weiterhin eine Wachstumsbremse?

Abstract

Der Einkommensteuertarif Deutschlands impliziert für die nächsten Jahre eine deutliche Zunahme der Grenz- und Durchschnittssätze selbst bei einem bescheidenen Anstieg der nominalen Einkommen. Die Aufkommenselastizität der Lohnsteuer bezüglich des Bruttolohns eines Beschäftigten im Durchschnitt beträgt rund 1,9, wenn man Lohnsteigerungen von jahresdurchschnittlich 1 – Prozent zugrunde legt; ein Lohnanstieg in dieser Größenordnung bedeutet vermutlich lediglich, dass der an der Veränderung des Verbraucherpreisindex gemessene Reallohn konstant bleibt. Der Einkommensteuertarif erweist sich als Wachstumsbremse. Es sind regelmäßig Steuersatzreduktionen nötig, wenn die Leistungsanreize nicht noch mehr als gegenwärtig beeinträchtigt werden sollen. Abhilfe könnte eine Indexierung der Abzugsbeträge und des Steuertarifs bringen.
