Steuervergünstigungen in Deutschland: Ist die Finanzpolitik auf dem richtigen Weg?

Abstract

Steuervergünstigungen werden in Deutschland für eine Vielzahl von Zwecken gewährt. Sie wurden mit den finanzpolitischen Beschlüssen vom Dezember 2003 teilweise eingeschränkt. Nach der Bundestagswahl 2005 wurden etliche Steuervergünstigungen nochmals gekürzt oder abgeschafft; es wurden aber auch neue Vergünstigungen geschaffen. Der Beitrag zeigt die Entwicklung der einzelnen Steuervergünstigungen im Zeitraum 2003 bis 2006 auf. Zudem wird dargestellt, welche Änderungen im Zeitraum 2007 bis 2010 absehbar sind; bleibt es bei dem Steuerrecht, wie es derzeit kodifiziert ist, so werden die Mindereinnahmen infolge von Steuervergünstigungen bis zum Jahr 2010 deutlich abnehmen.
