Marktversagen auf dem geförderten Pflegezusatzversicherungsmarkt? Ergebnisse einer Simulationsanalyse auf Basis von Routinedaten der GKV

Abstract

Der Beitrag analysiert die Angebotsseite des Pflegezusatzversicherungsmarktes, indem er die Bepreisung sowie den Umfang von geförderten und ungeförderten Pflegetagegeldversicherungen vergleicht. Grundlage ist dabei ein Pflegemodell, das auf Routinedaten einer gesetzlichen Krankenversicherung (AOK-Plus) beruht. Die Ergebnisse des Beitrags zeigen, dass die geförderten Pflegezusatzversicherungen in ihrem Versicherungsumfang wesentlich eingeschränkter sind als die Versicherungen, die im ungeförderten Marktsegment angeboten werden. Gleichzeitig gestaltet sich das Verhältnis der barwertigen Versicherungsleistungen und Versicherungsprämien für den geförderten Pflegezusatzversicherungsmarkt wesentlich unattraktiver als für den ungeförderten. Zusammengenommen deuten diese Ergebnisse darauf hin, dass Versicherungsunternehmen im geförderten Marktsegment mittels eines hohen Kapitalpuffers sowie eines gleichzeitig reduzierten Leistungsumfangs versuchen, ihr eigenes Risiko einzudämmen, da sie von einem selektierten Versichertenpool ausgehen. Ein Marktversagen aufgrund adverser Selektion scheint daher nahezuliegen. Darüber hinaus zeigen die Ergebnisse, dass sowohl die ungeförderten als auch die geförderten Pflegezusatzversicherungen aufgrund der Unisex-Tarifierung für Frauen wesentlich attraktiver sind als für Männer. Da sich dies jedoch nicht in einer höheren Nachfrage der Frauen niederschlägt, scheinen auch nachfragebedingte Faktoren dazu beizutragen, dass die Verbreitung von Pflegezusatzversicherungen insgesamt gering ausfällt.
