Abstract

"The state Saxony was perceived as heavily affected by the introduction of the new statutory minimum wage in Germany. This caused debates on whether there will be firm-level adjustments affecting the labor market. The IAB Establishment Panel allows an analysis of such concerns based on observational establishment-level data. The data corroborate that Saxony was most severely affected by the new minimum wage and we also observe a relatively low expected employment growth of employers before the minimum was introduced. Analyzing the ex-post effects of the minimum wage, the data show a meaningful increase in gross monthly wages and even wage increases beyond the threshold of EURO 8.50. However, we barely find any measureable evidence towards a reduction in labor demand. If anything, we observe a slight reduction in new hires. By contrast, firms rather responded to the minimum wage by increasing product prices or reducing hours of work." (Author's abstract, IAB-Doku) ((en))
