Abstract

. En este trabajo se ofrece una discusión sobre los tipos de restricciones que se han impuesto al endeudamiento público, tanto a un nivel teórico, como desde el punto de vista institucional. Se analizan las restricciones estáticas y dinámicas que se han impuesto sobre el endeudamiento y se discute su conveniencia en función del período de tiempo considerado. También se determina la posible equivalencia entre las restricciones impuestas sobre la deuda, el déficit primario o el déficit público y se enfatiza la importancia de distinguir si la tasa de crecimiento de la economía es, o no, mayor que el tipo de interés. Finalmente se reflexiona sobre las vías para alcanzar el deseado equilibrio presupuestario.
