Abstract

Les recherches sur « l'Europe sociale » ont longtemps eu pour principal objet d'évaluer le contenu de « l'acquis communautaire » et, compte tenu de ses limites, d'analyser les obstacles à l'émergence d'une « dimension sociale » dans le cadre du processus d'intégration européenne, La crise contemporaine de la zone euro conduit, à maints égards, à reconsidérer ces enjeux. Elle oblige à réévaluer les conséquences de l'intégration économique et monétaire sur la dynamique des systèmes nationaux de protection sociale et sur les systèmes d'emploi. Elle amène à s'intéresser aux réponses politiques et institutionnelles apportées à la crise, notamment dans le cadre du nouveau « gouvernement » de facto de l'Union Économique et Monétaire (UEM) et à leurs effets. Elle suggère d'examiner la politique mise en œuvre par la Commission européenne. En substance, cette crise de la zone euro et les réponses qui lui ont été apportées invite à réfléchir aux enseignements à tirer pour le devenir de « l'Europe sociale », qui au terme d'une « longue marche » est dans l'impasse.
