Une explication de la gouvernance des ONG vu à travers le processus de rationalisation de l'aide humanitaire

Abstract

Les Organisations non gouvernementales (ONG) se trouvent confrontées à de nouvelles problématiques : la professionnalisation de leurs activités et l'harmonisation de leurs pratiques tout en gardant un certain degré de liberté d'action pour faire face aux aléas du terrain. Toutefois, la confiance portée aux ONG a été entachée par les récents scandales médiatisés. Il ne suffit donc plus d'être de bonne foi, il est demandé aux acteurs humanitaires de faire preuve de plus de responsabilité. La pression exercée sur les ONG, tant par les bailleurs institutionnels que par d'autres donateurs, les oblige à revoir leur structure de gouvernance. Là où l'éthique humanitaire répondait de leurs actions, aujourd'hui la preuve de la qualité de leurs missions et la bonne gestion de leur organisation est exigée.
