Abstract

The aim of this article is to identify the barriers to the adoption of a managerial innovation (MI) on the level of a territory of public authorities, through the case study of a territorial planned HRM instrumentation. To do so, we mobilize and combine the literature concerning the barriers to innovation, proximity economics and territorial HRM plans. This leads us to propose an enhanced and expanded typology of IM barriers including dimensions of proximity (geographical, institutional and organizational) and governance.
