Una estimación del costo social de eliminar los déficit de abastecimiento eléctrico en el SIC

Abstract

Este trabajo estima el costo social de eliminar los déficit de abastecimiento eléctrico en el SIC instalando capacidad adicional permanente. Utilizamos el modelo Omsic, lo que permite estudiar el efecto de la capacidad adicional sobre el uso del agua embalsada y el plan de obras. El costo de evitar los déficit agregando capacidad adicional permanente es importante. Por ejemplo, partiendo de una situación de abastecimiento razonablemente holgada como la de octubre de 2001 se requieren 685 MW(equivalentes al 11% de la capacidad instalada actualmente en el SIC), y el costo total asciende a 260,9 millones de dólares. Por otro lado, en caso de una sequía extrema se requieren 850 MW para eliminar los déficit y el costo total estimado asciende a 298,7 millones de dólares. Estos montos son considerables, toda vez que el valor presente esperado del costo variable de producir la energía demandada durante los próximos 10 años es del orden de 2.400 millones de dólares. El costo esperado por KWh de déficit evitado es a lo menos 90 centavos de dólar, más de cinco veces el costo de falla estimado por la CNE.
