Erfolgsfaktoren und Zukunftsaussichten für eine wirtschaftliche Biogasproduktion in Deutschland - Ergebnisse einer qualitativen Inhaltsanalyse

Abstract

Die Biogasproduktion hat nach Photovoltaik und Windenergie die höchste Bedeutung unter den erneuerbaren Energien in Deutschland. Vor allem in den letzten zwei Jahrzehnten hat sich die Biogaserzeugung seit der Einführung des Erneuerbaren-Energien-Gesetzes (EEG) kontinuierlich weiterentwickelt und stellt heute für viele landwirtschaftliche Betriebe eine wichtige Einkommensquelle dar. Vor dem Hintergrund, dass die ersten Biogasanlagen aus der 20-jährigen EEG-Förderung im Jahr 2021 auslaufen, stellt sich die Frage, welche Zukunftsaussichten für die Branche insgesamt bestehen und welche Erfolgsfaktoren für eine wirtschaftliche Biogasproduktion in Deutschland maßgeblich sind. Mithilfe der qualitativen Inhaltsanalyse nach MAYRING (2015) wurden 13 Experteninterviews mit verschiedenen Stakeholdern entlang der Wertschöpfungskette Biogas ausgewertet und die Einschätzungen der Experten in ein Kategoriensystem eingeordnet. Im Abgleich der Expertenaussagen mit der wissenschaftlichen Literatur werden das EEG, die flankierenden rechtlichen Rahmenbedingungen, die Erlöse (insbes. Zusatzerlöse), die Betriebs- und Kapitalkosten sowie das Management der Biogasanlage als Erfolgsfaktoren identifiziert. Als indirekte Erfolgsfaktoren auf die Wirtschaftlichkeit der Biogaserzeugung werden das gesamtpolitische Umfeld und die gesellschaftliche Akzeptanz wahrgenommen.
