Der Einfluss Von Flächenkonzentration Und -Disparität Auf Die Bodenrichtwerte Von Ackerflächen – Thüringen, Rheinland-Pfalz Und Nordrhein-Westfalen Im Vergleich

Abstract

Steigende Bodenpreise, vermehrte Aktivitäten nichtlandwirtschaftlicher Investoren und der allgemeine Strukturwandel werden als Gründe für die Notwendigkeit eines stärkeren Eingreifens des Staates in den Bodenmarkt genannt und sollen in einigen Bundesländern in Zukunft durch ein verschärftes Grundstückverkehrsrecht begrenzt werden. Zu den geplanten Maßnahmen zählen auch Zugangsbeschränkungen für Kauf- und Pachtinteressenten mit bereits überdurchschnittlich hohen Marktanteilen in regionalen Bodenmärkten. In diesem Beitrag untersuchen wir, wie Disparität und Konzentration der Flächenbewirtschaftung zusammen mit weiteren Einflussfaktoren auf die Bodenrichtwerte für Ackerland wirken, um daraus Empfehlungen für agrar- bzw. bodenpolitische Maßnahmen abzuleiten. Dabei berücksichtigen wir räumliche Autokorrelationen in einem hedonischen Preismodell auf Ebene der Gemeinden. Trotz unterschiedlichem Niveau der Flächenkonzentration bestätigt sich deren negativer Einfluss auf den Bodenrichtwert für die Bundesländer Thüringen, Rheinland-Pfalz und Nordrhein-Westfalen. Die Ergebnisse legen nahe, dass größere landwirtschaftliche Unternehmen ihre Nachfragemacht nutzen können, um niedrigere Preise durchzusetzen (Oligopson). Die durchschnittlich kleineren landwirtschaftlichen Unternehmen und höhere Preise relativieren in Rheinland-Pfalz und Nordrhein-Westfalen jedoch die Bedeutung von Konzentration im Vergleich zur Situation in Thüringen. Konzentration ist mit hedonischen Preismodellen nachweisbar und führt zu (politisch erwünschten) gedämpften Preissteigerungen. Allerdings kann sie wettbewerbsrechtlichen Zielsetzungen widersprechen. Eine Berücksichtigung von Marktmacht im Rahmen veränderter Bodenmarktregulierungen kann sinnvoll sein. Allerdings bleibt fraglich, ob landesweit einheitlich formulierte Regelungen für alle Regionen sinnvoll sind.
