Grenzüberschreitende Governance in der Raumplanung: Organisations- und Kooperationsformen in Basel und Lille

Abstract

In europäischen Verflechtungsräumen existieren verschiedene Formen der Zusammenarbeit, um die nationalstaatliche Grenze als Hindernis einer gemeinsamen Raumentwicklung zu überwinden. Da ein gemeinsamer planerischer Handlungsrahmen und Handlungsraum fehlt, beruht Zusammenarbeit in der Regel auf Freiwilligkeit und hat somit einen Empfehlungs- und Informationscharakter. Im Hinblick auf die Hindernisse der Raumplanung über nationale Grenzen hinweg ist es daher erstaunlich, dass grenzüberschreitende Regionen als "ungewöhnliche" Regionen oder als Ergebnisse von Rescaling-Prozessen bezeichnet werden, in denen existierende administrative Territorien überwunden werden. Dieser Beitrag betrachtet die Organisationen der grenzüberschreitenden Raumplanung und Stadtentwicklung in den Grenzstädten Basel und Lille. Im Hinblick auf die Ergebnisse räumlicher Planung ergibt der Vergleich, dass weiterhin administrativ-rechtliche Grenzen bedeutend bleiben und die Zusammenarbeit bestehende Territorien weniger ersetzt als auf diesen aufbaut.
