Branchenanalyse öffentlicher Dienst der Länder: Eine Untersuchung zur Arbeitssituation aus Sicht der Beschäftigten

Abstract

Die Landesregierungen haben in den letzten 25 Jahren angesichts Sparzwang und knapper öffentlicher Finanzen massive Personalreduzierungen und Organisationsveränderungen vorgenommen, welche die Handlungsfähigkeit des öffentlichen Dienstes mehr und mehr infrage stellen. Die Beschäftigtenzahl im öffentlichen Dienst der Bundesrepublik hat sich seit dem Mauerfall insgesamt um rund ein Drittel reduziert. Die Personalkürzungen wurden zum Teil durch Effizienzsteigerungen, Arbeitsverdichtung, Ausgliederung und Privatisierung kompensiert. An vielen Stellen haben öffentliche Arbeitgeber ihre Sonderrolle abgelegt und Beschäftigungsstrategien des Privatsektors aufgegriffen. Die vorliegende Studie untersucht, wie sich die zuvor genannten Trends konkret auf die Situation der Beschäftigten auswirken. Im Zentrum der Studie stehen die Bereiche Justizgerichtsbarkeit, Justizvollzug, Straßenbauverwaltung, Ministerialverwaltung und Statistische Ämter.
