Lukrativer Staatsdienst? Lohndifferenzen zwischen öffentlichem Dienst und Privatwirtschaft

Abstract

Lange Zeit galt der Staat als vorbildlicher Arbeitgeber mit einer an sozialen Gesichtspunkten orientierten Entlohnungsstrategie. Veränderte Personal- und Tarifpolitiken werfen jedoch die Frage auf, inwieweit die bisherigen Lohndifferenzen zwischen öffentlichem Dienst und Privatwirtschaft weiterhin bestehen. Auf Basis des sozio-oekonomischen Panels (SOEP) (1995/2007) stellen wir fest, dass das Muster staatlicher Entlohnung im Wesentlichen unverändert ist: Beschäftige in den unteren Einkommensbereichen, Frauen und niedriger Qualifizierte werden überdurchschnittlich entlohnt, Beschäftigte in den oberen Einkommensbereichen und höher Qualifizierte unterdurchschnittlich. Während die negative Lohndifferenz aus öffentlicher Beschäftigung in höheren Erwerbslohngruppen tendenziell zugenommen hat, hat sich die positive Lohndifferenz im unteren Einkommensbereich im untersuchten Zwölf-Jahreszeitraum kaum geändert. Darüber hinaus gibt die Abweichung der Lohndifferenzen für Tarifangestellte und Beamte Anlass zu fragen, ob der Grundsatz gleicher Entlohnung für gleiche Arbeit in der öffentlichen Verwaltung in hinreichendem Maße verwirklicht wird.
