Branchenanalyse kommunale Verwaltung: Zwischen Finanzrestriktionen und veränderten Arbeitsanforderungen - welche Trends bestimmen die Beschäftigungsentwicklung in der kommunalen Verwaltung?

Abstract

Die deutsche öffentliche Verwaltung, einschließlich der Kommunalverwaltung, war in den letzten Jahrzehnten starken Wandlungsprozessen unterworfen. Mehrere Reformen in der kommunalen Verwaltung, die seit vielen Jahren angespannte Haushaltslage der Kommunen, der technische Wandel und die demografische Entwicklung haben zu Veränderungen für die Beschäftigten und einem anhaltenden Druck auf die Arbeitsplätze und die Beschäftigungsbedingungen in der kommunalen Verwaltung geführt. Die Studie analysiert die aktuellen Entwicklungen bei Beschäftigung, Arbeitsbedingungen und Einkommensstrukturen in der kommunalen Verwaltung. Gleichzeitig werden heute schon erkennbare Trends beschrieben, die in Zukunft auf die Arbeit in den Behörden einwirken werden.
