Abstract

The paper examines several issues that question the underlying basis of UK Objective One funding. First, it is doubtful that the current qualifying regions are appropriate territories over which to apply the eligibility criterion for funding. Second, it is debatable whether gross domestic product (GDP)/gross value added (GVA) per capita should be the only criterion used to justify aid. Third, a lack of statistical reliability implies that there is little confidence that all the current regions are the only appropriate funding recipients. Finally, it is questionable whether funding can have much impact given the extent of underlying structural problems and flaws in the focus of the programme. Gripaios P. et Bishop P. Cet article cherche a examiner divers problemes qui remettent en question la base sous-jacente du financement au R-U selon l'Objectif I. Secundo, on peut se demander si, oui ou non, le PIB/VAB par tete devraient etre les seuls criteres employes afin de justifier l'aide financiere. Dieser Aufsatz untersucht mehrere Tatsachen, welche die zugrunde liegende Basis der Ziel-1-Finanzierung UK in Frage stellen. Erstens ist es zweifelhaft, ob die gegenwartig berechtigten Regionen geeignete Gebiete fur die Anwendung der Berechtigungskriterien darstellen. Zweitens ist es fraglich, ob Bruttoinlandsprodukt bzw. die Bruttowertschopfung pro Kopf das einzige Kriterium sein sollte, das zur Rechtfertigung von Unterstutzung benutzt wird. Drittens lasst mangelnde statistische Zuverlassigkeit darauf schliessen, dass man nicht unbedingt von der ausschliesslichen Empfangsberechtigung aller derzeitigen Nutzniesser uberzeugt ist. Letztlich ist es umstritten, ob Finanzierung angesichts der zugrunde liegenden Strukturprobleme und Ungenauigkeiten im Kern des Programms viel Erfolg haben kann. En este ensayo examinamos diferentes cuestiones que ponen en duda las bases subyacentes de los fondos del Objectivo Uno en el Reino Unido. En primer lugar, es dudoso que las actuales regiones cualificadas sean territorios apropiados en las que aplicar el criterio de aptitud para la financiacion. En segundo lugar, es debatible que el PIB/VAB per capita deba ser el unico criterio utilizado para justificar el subsidio. En tercer lugar, debido a la falta de fiabilidad estadistica hay poca confianza de que las actuales regiones sean las unicas para recibir una financiacion adecuada. Para terminar, es cuestionable que la financiacion pueda tener mayor impacto dada la magnitud de los problemas estructurales subyacentes y la falta de enfoque en el programa.
