Les régions, porteuses de nouveaux compromis pour l’agriculture ?

Abstract

L’auteur remercie C. Laurent et M. Nieddu ainsi que les rapporteurs anonymes de la Revue de la régulation pour leurs critiques et suggestions qu’ils ont bien voulu adresser lors d’une version antérieure de ce texte. Elle reste seule responsable des erreurs et omissions qui pourraient subsister. Alors que la Politique agricole commune est profondément remise en cause, les régions européennes voient leurs marges de manœuvre renforcées. En l’absence d’un compromis stable à l’échelon européen répondant aux nouvelles demandes sociétales vis-à-vis de l’agriculture, celles-ci se trouvent-elles prises en compte par les politiques régionales, résultant de nouveaux compromis pour l’agriculture ? Cette idée est testée à travers l’analyse des rapports de pouvoir entre trois idéaux types d’intérêts divergents : néo-mercantiles, néo-libéraux et multifonctionnels. Les enquêtes de terrain réalisées dans huit régions britanniques, françaises et allemandes montrent que la régionalisation entraîne bien l’institutionnalisation de compromis régionaux distincts, mais qu’elle tend à reproduire les rapports de pouvoir dominants à l’échelle européenne, c’est-à-dire la persistance des intérêts néo-mercantiles, l’hégémonie des intérêts néo-libéraux et la non prise en compte des intérêts multifonctionnels.
