Potencial de las comarcas aragonesas para la localización industrial. Implicaciones para las autoridades públicas

    Abstract

    RESUMEN Para que las empresas puedan desarrollar favorablemente sus actividades manufactureras, logísticas o de cualquier otra índole, es necesario que el espacio físico en el que se van a desarrollar disponga, de la infraestructura básica que las organizaciones demandan y que afectan no sólo al suelo industrial sino a las instalaciones que los propios polígonos les facilitan. El objetivo de este trabajo es averiguar el grado de atracción de las diferentes comarcas aragonesas para la instalación de empresas. Para ello, en primer lugar, se han identificado aquellos atributos y factores que condicionan las decisiones de localización mediante encuestas a empresarios y a agentes sociales y económicos. A continuación, se ha procedido a la recogida de información de todos los polígonos industriales de la Comunidad Autónoma de Aragón referente a cada uno de los factores identificados en el paso anterior con el propósito de obtener la valoración de las comarcas respecto a los factores relevantes para la localización. Una vez que se disponen de los datos, se han utilizado tres metodologías de ayuda a la decisión multicriterio con el fin de ordenar las alternativas de localización que tienen las empresas en función de su capacidad para generar ventajas competitivas. Concretamente se han utilizado tres técnicas de ayuda a la decisión multicriterio: Electre III, que proporciona soluciones para la elección de una alternativa o un conjunto de ellas, basadas en el concepto de "superación". La Teoría de Utilidad Multiatributo (MAUT), que asume que el sujeto guía sus decisiones maximizando una función de utilidad con varios atributos, y el Proceso Analítico Jerárquico (AHP), que divide un problema en subproblemas y luego une todas las soluciones de éstos en una conclusión (Saaty, 1980). Los resultados obtenidos muestran consistencia en las ordenaciones obtenidas con las tres metodologías. ABSTRACT In order companies can develop their manufacturing, logistic and others activities favourably, it is necessary that their physical space has a basic infrastructure that the organizations demand. Thais basic infrastructure affects the industrial land and the facilities that the Indsutrial Parks facilitate to firms. The objective of this paper is to find out the degree of attraction of the different Aragonese Counties for installation of firms. Firstly, the attributes and factors that condition the location decision have been identified, by means of surveys to entrepreneurs and social and economic agents. Secondly, the information about all industrial parks of the Region of Aragon, has been collected to obtain the valuation of each county with the factors identified in the previous step. To that end, the method ELECTRE III, MAUT and AHP have been used. These methods are grouped in the multicriteria decision techniques, they are often used in the location of firms and provide firms a set of alternatives that “outranking” others.
