Atypische Beschaeftigungen und berufliche Qualifikationsrisiken im Erwerbsverlauf (Atypical employment and the risks for preservation of occupational skills)

Abstract

Atypische Beschaeftigungsformen haben seit Beginn der 1990er Jahre auf dem deutschen Arbeitsmarkt stark an Bedeutung gewonnen. Infolge dieser Entwicklung werden eine Destabilisierung von Erwerbsverlaeufen sowie negative Folgewirkungen fuer atypisch Erwerbstaetige konstatiert. Vor diesem Hintergrund geht der vorliegende Beitrag der Frage nach, ob und inwieweit atypisch Beschaeftigte berufliche Qualifikationen in ihren Taetigkeiten anwenden und erhalten koennen, da eine eingeschraenkte Verwertbarkeit der im Bildungsprozess erworbenen Qualifikationen mit Risiken fuer die Beschaeftigungsfaehigkeit der jeweiligen Arbeitskraefte verbunden ist. Anhand des Datensatzes „Arbeiten und Lernen im Wandel“ (ALWA) werden zunaechst die Determinanten atypischer Beschaeftigungen untersucht, wobei ein spezielles Augenmerk auf die vorherigen Arbeitsmarktstatus gelegt wird. Danach werden die durch die atypischen Beschaeftigungen hervorgerufenen Gefahren fuer den Erhalt beruflicher Qualifikationen betrachtet. Die Ergebnisse der empirischen Analysen machen deutlich, dass atypische Arbeitsformen Einsperreffekte zur Folge haben und somit Schliessungsprozesse am Arbeitsmarkt bewirken. Gleichzeitig konnte festgestellt werden, dass berufliche Qualifikationen in atypischen Beschaeftigungen erodieren. (In recent years the use of atypical employment forms has significantly increased in the German labour market. It is argued that this development is leading to a destabilisation of employment careers as well as to negative consequences for atypical workers. Against this background, this study addresses the question whether and to what extent occupational skills can be utilised in atypical forms of employment. Limited opportunities for using the skills acquired in the education process would lead to employability risks for those workers. Using the data set “Working and Learning in a Changing World” (ALWA) first the determinants of atypical employment are explored, with particular attention to previous labour market status. Thereafter, the risks of atypical forms of employment for the preservation of occupational skills are considered. The empirical results indicate that atypical workers often continue to remain in atypical employment due to the lack of possibilities to pass into regular employment. Furthermore, a significant risk of losing occupational skills in atypical employment is ascertained.)
