Lévaluation des réglementations : transports et environnement

Abstract

[fre] On examine , à partir de deux cas particuliers dans le domaine des transports , les obstacles à l ’ adoption d ’ instruments de politique environnementale plus efficaces que la réglementation . Le cas du bruit à Roissy illustre l ’ économie politique de la réglementation et les gains qu ’ apporterait le recours à des instruments économiques . Le cas de la maîtrise de l ’ étalement urbain conduit à pointer le rôle des distorsions et de la mauvaise qualité des réglementations sectorielles pré-existantes . Mots-clés : réglementation , bruit , transport aérien , aménagement urbain [eng] On the basis of two case studies , we try to identify the obstacles to the adoption of environmental policy instruments more efficient than the regulatory approach in the field of transport . Noise regulation at Charles de Gaulle Airport illustrates the economics of the problem and allows us to weigh up the gains that could be obtained by economic instruments . The case of control of urban sprawl highlights the role of pre-existing distortions in sectoral regulations , which act as subsidies harmful to the environment , and above all the need to improve their quality .
