Méretgazdaságossági és jóléti optimum a környezetvédelmi szolgáltatásokban
[Economy-of-scale and wellbeing optima in the service of environmental protection]

Abstract

A környezetvédelmi előírások szigorítása a nagyobb rendszerek létrehozásának kedvez, ezért a kisebb közösségek tagjainak többet kell fizetniük a közszolgáltatások igénybevételéért (például a szennyvízkezelésért vagy a hulladékártalmatlanításért), mint a nagyobb közösségek tagjainak. A hulladéklerakó vagy -égető, a szennyvíztisztító, az állattartó telep, a mikrohullámú átjátszóállomás, a házunk melletti autóút, a benzinkút, és még sorolhatnánk a kellemetlenséggel járó szomszédokat, mindegyik áldozatot követel az állampolgártól. A társadalmi konfliktust feloldaná, ha a társadalom minden tagja körülbelül azonos mértékű jólétveszteséget szenvedne a „kellemetlen szomszédság” miatt. A társadalmi igazságosság is amellett szól, hogy indokolt volna az említett közrosszak társadalmi terheinek egyenletesebb elosztása a társadalom tagja között. A környezetpolitika legnehezebben orvosolható problémája valószínűleg nem a szembetűnő infrastrukturális hiányok pótlása, hanem a meglévő intézményrendszer iránti bizalmatlanság megszüntetése. Az intézményrendszernek a szubszidiaritás elvének megfelelő fejlesztése időigényesebb, mint amit az EU-harmonizáció időtávja eredetileg feltételezett.* Journal of Economic Literature (JEL) kód: H54, H77, D62, R53.
