Çevresel Kuznets Eğrisi Hipotezinin Sektörel Açıdan İncelenmesi: Türkiye Örneği

Abstract

Ekonomik büyümeyle birlikte çevresel sorunların da artış göstermesi sonucu, ekonomik büyüme ve çevresel bozulma göstergeleri arasındaki ilişki yapısının incelenebilmesi için Çevresel Kuznets Eğrisi Hipotezi geliştirilmiştir. Bu çalışmanın amacı, Çevresel Kuznets Eğrisi hipotezinin 1998-2018 yılları için Türkiye’deki geçerliliğinin sektörlere göre incelenmesidir. Çevresel Kuznets Eğrisi hakkındaki alanyazın göz önüne alındığında sektörlerin bir arada incelendiği bir araştırmaya rastlanamamıştır. Bu nedenle incelenen sektörlerde hipotezin geçerliliğinin sınanması ve ilişki yapısının tespit edilmesi sonucu elde edilen bulgularla, yapılacak olan diğer ampirik çalışmalara kaynak oluşturması hedeflenmektedir. Bu amaç doğrultusunda, ekonomik büyüme ile karbondioksit emisyonu serilerinin sektörler için durağanlıkları belirlendikten sonra, aralarındaki ilişki ARDL modelleri ile incelenmiştir. İncelenen sektörler içerisinde tarım ve sanayi sektörleri için herhangi bir ilişki tespit edilemediğinden, ilgili dönem aralığında bu sektörler için Çevresel Kuznets Eğrisi hipotezinin geçerli olmadığı görülmüştür. Enerji ve atık sektörlerinde ise hipotez geçerli olmakla birlikte, kirlilik göstergesi ile ekonomik büyüme arasındaki ilişki yapısının U şeklinde olduğu tespit edilmiştir. Çevresel Kuznets Eğrisi hipotezinin geçerliliğinde ekonomi ile kirlilik arasında görülebilecek ilişki yapısı olarak doğrulanmıştır. Literatürdeki ampirik çalışmalarda, ekonomik büyüme ile kirlilik göstergesi arasında ters-U, N ve ters-N gibi çeşitli ilişki yapıları tespit edildiği görülmüştür. Elde edilen sonuçların farklılıklar göstermesinin nedeni Çevresel Kuznets Eğrisi hipotezinin henüz gözlem aşamasında olmasıdır. Elde edilen bulgular doğrultusunda, sonrasında yapılacak olan sektör bazlı ampirik çalışmalarda, hipotezde içerisinde ayrıca incelenmesi gereken ilgili değişkenlerin belirlenerek araştırmaların geliştirilmesinde kaynak çalışma niteliğinde olduğu düşünülmektedir. Bunun yanı sıra, sektörel bazda gerçekleştirilmesi hedeflenen çalışmalarda, ilgili sektörlerin alt sektörlerinin incelenmesi mümkün gözükmektedir.
