La digitalizzazione dei servizi di supporto in sanità. L?esperienza di ESTAR

Abstract

Il lavoro analizza il percorso di digitalizzazione dell?ente di supporto tecnico amministrativo della Toscana (ESTAR) mediante lo studio di tre settori: reclutamento del personale, acquisizione beni e servizi, logistica del farmaco. Ciò che risulta importante evidenziare è che la digitalizzazione rappresenta una scelta strategica di ESTAR che ha costituito l?occasione per una revisione degli assetti organizzativi e dei processi gestionali, soprattutto quelli trasversali a più Dipartimenti, presupposto fondamentale per utilizzare appieno le potenzialità offerte dalla digitalizzazione come dimostrato dai risultati ottenuti.La pandemia, se da un lato ha costituito un fattore di stress per il settore sanitario, a tutti i livelli, dall?altro ha incentivato l?utilizzo delle tecnologie digitali.Il PNRR costituisce ulteriore elemento di spinta, proficuamente utilizzabile se è chiara e definita la direzione strategica che deve essere seguita. La scelta di centralizzare certe funzioni, se all?inizio è stata prevalentemente ispirata dall?obiettivo di ottenere ?risparmi? sulla spesa, successivamente si è consolidata con l?esigenza di gestire un?ingente mole di risorse e di elevare la qualità dei servizi prestati da ESTAR.
