Interpreting national artificial intelligence plans: A screening approach for aspirations and reality

Abstract

The recent release of several national artificial intelligence (AI) strategy plans is a certain harbinger of a more AI-centric future for many countries. At present, however, it is difficult to understand which of these plans merely reflect national pride and aspirations versus those that are currently being enacted. Guided by a screening approach under signalling theory, we first uncover the resources necessary to successfully implement a national AI strategy and assess the ability of each country to achieve its plans. We conducted a factor analysis and determined that two resources – technology and human resources – provide insights into the achievement of national AI strategies. Using these factors, we scored each country on its technology and human resources relative to AI fulfilment. As such, our screening enabled us to better understand which countries are progressing down the path to AI fulfilment versus those who are not currently taking any steps to do so.
