Ventajas de mantener la moneda nacional en Bolivia

Abstract

En una economía dolarizada existen ventajas y desventajas -efectivas y potenciales- tanto del uso de moneda extranjera como de una mayor demanda del signo monetario nacional. En el trabajo se evalúan ambos aspectos bajo la premisa de que las bondades de la dolarización se encuentran asociadas principalmente a períodos de alta inflación y estabilización, mediante la provisión de un mecanismo para fines de información e intermediación de recursos; mientras que en un contexto de estabilidad económica los beneficios potenciales de un incremento en la demanda de la moneda nacional se hacen crecientemente atractivos. La evaluación de ambos aspectos muestra la conveniencia de incentivar un mayor uso de la moneda nacional, el boliviano, debido a que algunas de las principales ventajas que ofrecería un esquema de dolarización completa de la economía han sido ya alcanzadas en Bolivia. Las características de la dolarización boliviana sugieren que este fenómeno se encuentra muy arraigado en el comportamiento de los agentes, quienes mantienen sus activos casi exclusivamente en moneda extranjera, aunque efectúan transacciones haciendo uso principalmente del boliviano. En este marco, inicialmente debiera tenderse a la reversión de la dolarización en el sentido de sustitución de monedas. La dolarización, en el sentido de sustitución de activos, debe ser vista como un fenómeno natural en una economía en proceso de apertura e integración, siendo su probable reversión una posibilidad más bien de largo plazo, que responderá a la solidez y estabilidad de las políticas económicas.
