Lebensarbeitszeitkonten in der Perspektive sozialer Ungleichheit: Kumulation oder Abbau sozialer Benachteiligungen im Lebensverlauf?

Abstract

Neue Ansätze der lebenslauforientierten oder demografiebewussten Arbeitszeitpolitik zielen darauf, die Beschäftigungsfähigkeit und Vereinbarkeit von Beruf und Familie im Lebensverlauf zu verbessern. Besondere Aufmerksamkeit erhalten dabei weibliche Beschäftigte und Geringqualifizierte, deren Arbeitsmarktintegration und Lebenschancen nach wie vor eingeschränkt sind. Im vorliegenden Artikel wird anhand aktueller Beschäftigtendaten untersucht, inwieweit Lebensarbeitszeitkonten einen geeignetes Instrument darstellen, um diesen Gruppen das Ansparen bezahlter Auszeiten für Weiterbildung oder eine bessere Vereinbarkeit von Beruf und Familie zu ermöglichen. Leitend sind die folgenden Untersuchungsfragen: Wie wirken sich Ungleichheiten nach beruflicher Stellung und Geschlecht auf die Nutzung von Lebensarbeitszeitkonten aus? Können weibliche Beschäftigte und Beschäftigte mit einer niedrigen beruflichen Stellung das Instrument gleichberechtigt nutzen? Es werden Hypothesen zur unterschiedlichen Nutzung von Lebensarbeitszeitkonten nach Geschlecht und Merkmalen der beruflichen Stellung entwickelt und anhand von Regressionsanalysen empirisch überprüft. Die Ergebnisse deuten eher auf eine Kumulation als einen Abbau von Benachteiligungen nach beruflicher Stellung und Geschlecht hin.
