Probleme auf dem Ausbildungsmarkt: Warum für Jugendliche mit Hauptschulabschluss der Einstieg so schwer ist

Abstract

Deutschland kann derzeit mit unter acht Prozent Jugendarbeitslosigkeit auftrumpfen - der geringsten Quote in der Europäischen Union. Das deutsche System der dualen Ausbildung gilt daher vielen Ländern als Vorbild. Doch der schöne Schein trügt. Ein Drittel der Jugendlichen, unter jenen mit Hauptschulabschluss sogar die Hälfte, findet keine Ausbildungsstelle, sondern beginnt eine berufsvorbereitende Maßnahme im sogenannten Übergangssystem. Einige können zu einem späteren Zeitpunkt noch eine Ausbildung beginnen, dennoch gelten über 15 Prozent (2,2 Millionen) der jungen Menschen in Deutschland im Alter von 20 bis 34 Jahren als ausbildungslos (Autorengruppe Bildungsberichterstattung 2012; Bundesinstitut für Berufsbildung 2012). Gleichzeitig berichten viele Betriebe von Schwierigkeiten, Ausbildungsplätze zu besetzen. Wirtschaft und Politik erwarten in naher Zukunft einen Fachkräftemangel.
