Die Politik humanitärer Hilfe: Im Spannungsfeld von Macht und Moral

Abstract

Bereits vor 1989 ist die Notwendigkeit der internationalen Gemeinschaft, in wachsendem Maße humanitäre Hilfe zu leisten, sichtbar geworden. Mit dem Beginn der 90er Jahre setzte ein Wandel des Mehr-Ebenen Policy-Netzwerkes der Geber-Seite ein, der noch immer nicht abgeschlossen ist. Im theoretischen Teil wird der Zusammenhang zwischen humanitärer Hilfe, humanitärer Intervention und Menschenrechten vor dem Hintergrund seiner Auswirkungen auf die internationale Ordnung im allgemeinen, nationale Souveränität im besonderen, analysiert. Im empirischen Teil wird die Struktur des humanitären Policy-Netzwerkes in Deutschland, der Europäischen Union und den Vereinten Nationen beschrieben. Die Analyse schließt mit der Formulierung einer Reihe von Hypothesen in der Absicht ab, mögliche Ursachen und Folgen der postulierten Zunahme von natürlichen und/oder menschlich verursachten Katastrophen, die humanitäre Hilfe erforderlich machen, zu erklären.
