Soziokulturelle und gesundheitspolitische Rahmenbedingungen für ein frauenspezifisches HIV-Aids-Präventionsprogramm in Indonesien

Abstract

Die Ausdehnung der HIV-Pandemie ist vor allem in armen und Schwellenländern eine große gesundheitspolitische Herausforderung. Wie in vielen südostasiatischen Ländern sind auch auf der islamisch geprägten indonesischen Insel Java Frauen aufgrund ihrer soziokulturellen und ökonomischen Lebensbedingungen überproportional HIV-/aids-gefährdet, während das gesundheitspolitische Potential für die Entwicklung von frauenspezifischen Präventionsprogrammen niedrig ist. In der aids-politischen Arena versuchen drei Hauptakteure (religiöse Kräfte, staatliche Stellen, nicht-staatliche Organisationen) ihre jeweils unterschiedlichen Strategieansätze, teilweise im Widerstreit, umzusetzen. Der gesundheitspolitische Handlungsspielraum des Nationalen Aids-Komitees ist durch religiöse Interessen, soziokulturelle und politische Traditionen eingeschränkt. Demgegenüber besitzen die nicht-staatlichen Organisationen mit ihren wirklichkeitsnahen Präventionsansätzen einen größeren und erfolgreicheren Aktionsradius.
