Gewerkschaftliche Leitbilder und Organisationslernen im Umweltschutz

Abstract

Die Entwicklung gewerkschaftlicher Programmatiken und Strategien im Umweltschutz wird analysiert als Moment organisationalen Lernens, d.h. des Prozesses der Integration und des Ausbalancierens unterschiedlicher Anschauungen, Einsichten und Interessen, über den Organisationen Handlungskompetenz gewinnen und sichern. Untersucht wird die Karriere der Umweltthematik auf der organisationsbereichsübergreifenden Ebene sowie im Bereich der IG Chemie, Papier, Keramik (heute: IG BCE) und der IG Metall. Als Quintessenz bleibt das grundlegende industriegewerkschaftliche Dilemma, zwischen umweltpolitischen Querschnittszielen und konkreten Beschäftigteninteressen vermitteln zu müssen, wobei die letzteren im Konfliktfall überwiegen. Branchenübergreifende Politikansätze könnten dieses Dilemma zwar nicht grundsätzlich aufheben, wohl aber die gewerkschaftliche Handlungskompetenz auf diesem Feld insgesamt erweitern. Angesichts der Relativierung von Branchengrenzen auch im Bereich des gewerkschaftlichen Kerngeschäfts sind Bemühungen um einen solchen Neuzuschnitt gewerkschaftlicher Politik über die Umweltpolitik hinaus von allgemeiner und grundlegender Bedeutung.
