Konzepte der Wohlfahrtsentwicklung: Lebensqualität und "neue" Wohlfahrtskonzepte

Abstract

Der vorliegende Beitrag befasst sich mit verschiedenen Konzepten der Wohlfahrtsentwicklung unter dem Gesichtspunkt, welche normativen Kriterien sie für die Beurteilung der gesellschaftlichen Lebensverhältnisse liefern und welche impliziten oder expliziten Ziele der gesellschaftlichen Entwicklung sie enthalten. Im Mittelpunkt steht dabei das in den sechziger Jahren entstandene Konzept der "Lebensqualität", das vor allem daraufhin diskutiert wird, ob es auch heute noch eine überzeugende Zielformel für die Gesellschaftspolitik darstellt und als solche auch in Zukunft für die fortgeschrittenen Gesellschaften noch "tragbar" ist. Um diesen Fragen nachzugehen, werden verschiedene "neuere" Wohlfahrtskonzepte - wie z. B. "Sustainability", "Human Development" oder "Social Cohesion" - daraufhin betrachtet, welche Bezuge sie zu dem allgemeineren Konzept der Lebensqualität aufweisen und welche Konsequenzen sich aus den dort formulierten Zielsetzungen für ein revidiertes Verständnis von Lebensqualität am Ende der neunziger Jahre ergeben.
