Tarifverträge und Tarifflucht in Thüringen

Abstract

In Thüringen werden nur noch 44 Prozent der Beschäftigten durch einen Tarifvertrag geschützt. Die Tarifbindung ist damit eine der niedrigsten in ganz Deutschland. Für das Lohnniveau im Freistaat hat dies weitreichende Konsequenzen. So verdienen Beschäftigte in nicht-tarifgebundenen Betrieben im Schnitt 23 Prozent weniger als in Betrieben mit Tarifvertrag. Auch bei einer um Größen- und Branchenstrukturen bereinigten Sichtweise bleibt immer noch ein Tarif-Gap von mehr als 11 Prozent. Mit einer Niedriglohnstrategie lässt sich für Thüringen keine zukunftsgerechte Wirtschaftspolitik formulieren. Für bessere Arbeitsbedingungen ist jedoch eine weitere Stärkung des Tarifvertragssystems unabdingbar. Dazu müssen alle relevanten Akteure - Gewerkschaften, Arbeitgeber und Politik - ihren Beitrag leisten. Dafür zeigt diese Studie praktische Handlungsoptionen auf.
