Europäischer Tarifbericht des WSI - 2019/2020: Tarifpolitik in Zeiten der Corona-Pandemie

Abstract

Die positive Tariflohnentwicklung hat im vergangenen Jahr die Lohnentwicklung und Binnennachfrage in Europa gestützt und damit das Wachstum stabilisiert. Mit dem Ausbruch der Corona-Pandemie hat sich jedoch das wirtschaftliche Umfeld für die Tarifpolitik schlagartig dramatisch verändert: Aktuell stehen deshalb Beschäftigungssicherung und Einkommensstabilisierung ganz oben auf der Agenda. Die Tarifparteien können mit entsprechenden Vereinbarungen den Beschäftigten Sicherheit geben und so die Gefahr einer sich selbst verstärkenden Abwärtsspirale vermindern. Doch in vielen Ländern sind die derzeitigen Voraussetzungen für eine erfolgreiche Krisenbewältigung deutlich schlechter als während der Finanz- und Wirtschaftskrise 2008 / 09. Die fortschreitende Erosion der Tarifbindung wie auch die Dezentralisierung der Tarifpolitik könnten in der aktuellen Krise ihren Preis fordern.
