Abstract

[...] Wir fassen zusammen: Der Bundeshaushalt kommt in den nächsten 10 Budgetjahren in große Bedrängnis, weil zusätzlich zu einem ohnehin hohen Investitionsbedarf drei soziale Nebenhaushalte sehr große Zuschussbedarfe fordern werden. Es sind dies die Rentenversicherung mit ihren anwachsenden Bundeszuschüssen, die Pflegeversicherung mit den nicht mehr ausreichenden Beiträgen zur Stillung des tatsächlichen Pflegebedarfs und die unerledigten Investitionen bei den Krankenhäusern, weshalb auch die Länderhaushalte erhöhte Bundesergänzungszuweisungen im vertikalen Finanzausgleich vom Bund fordern werden. Das sind alles zukünftige Lasten beim Bundeshaushalt; ein zusätzliches Klimaschutzpaket könnte er somit nicht auch noch verkraften. Der neue Parafiskus "Klimaschutzpaket" dagegen entlastet ihn. So ist dieser Parafiskus eine Rettung aus der Not.
