Zwischen Logik und Gefühl: Der Einfluss von Wertekonflikten auf das Framing in Moralpolitiken

Abstract

Prostitution gilt, neben der gleichgeschlechtlichen Ehe, als typisches Thema mit Sexualitätsbezug in Moralpolitiken. Diese zeichnen sich dadurch aus, dass der gesamte Gesetzgebungsprozess moralisch geframet ist. Es stellt sich die Frage, inwieweit in der politischen Debatte um Prostitution moralische Bewertungen und Frames eine Rolle spielen. Zudem ist von Interesse, ob Cleavages existieren, die Parteien zu einem spezifischen Frameverhalten verleiten und ob diese im Zeitverlauf konstant bleiben oder Lerneffekte zu beobachten sind. Hierzu wurden insgesamt 30 Reden aus den Hauptdebatten im Bundestag kurz vor dem Prostitutionsgesetz (2001/2002) und dem Prostituiertenschutzgesetz (2016/2017) inhaltsanalytisch untersucht. Die Ergebnisse zeigen, dass sich die Akteure auf unterschiedliche Rechtfertigungsordnungen beziehen und dass ihr Framing dynamisch ist. So hat das moralische Framing in den Argumenten der Redner zwischen 2001 und 2016 an Popularität verloren.
