Wer ist wirklich reich? Zu Problemen der Wohlfahrtsmessung durch das Bruttoinlandsprodukt

Abstract

Das Bruttoinlandsprodukt oder andere Aggregate der gesamtwirtschaftlichen Leistung wie das Bruttonationalprodukt werden vielfach als Leistungsfähigkeits- und Wohlfahrtsindikator genutzt. Die Kritik an diesen Aggregaten als Maß für die gesellschaftliche Wohlfahrt hat eine lange Tradition. Der vorliegende Beitrag sammelt, strukturiert und ergänzt Argumente der traditionellen Kritik um eine Vielzahl bisher wenig beachteter Aspekte. Es wird dabei auch deutlich, dass viele Anwendungen des BIP als Bemessungsgrundlage für von Kollektiven zu entrichtende Zwangsabgaben nicht durch diese Maßzahl, also durch das Leistungsfähigkeitsprinzip legitimiert werden können. Wohlstand und Leistungsfähigkeit sollten als multidimensionale Begriffe verstanden werden. Sie umfassen deutlich mehr als Pro-Kopf-Einkommen und die bloße Kaufkraft für Güter und Dienstleistungen.
