Der merkantilistische Charakter der EG-Industriepolitik

Abstract

Die Industriepolitik der Europäischen Gemeinschaft als merkantilistisch oder neomerkantilistisch zu apostrophieren, sie gar mit dem Merkantilismus gleichzusetzen, ist in der wirtschaftswissenschaftlichen Literatur weit verbreitet. Eine vergleichende Analyse, die Aufschluß darüber geben könnte, inwieweit Übereinstimmungen zwischen beiden wirtschaftspolitischen Konzeptionen vorliegen, wurde bis dato indes noch nicht durchgeführt. Einer solchen Analyse widmet sich die vorliegende Arbeit. Dabei zeigen sich tatsächlich bemerkenswerte Parallelen zwischen der merkantilistischen Wirtschaftspolitik des 16. bis 18. Jahrhunderts und der EG-Industriepolitik von heute. Bevor jedoch im einzelnen darauf eingegangen werden kann, bedarf es zunächst einer begrifflichen Klärung und historischen Einordnung der nachfolgend zu vergleichenden Wirtschaft apolitischen Konzeptionen.
