Die asiatische Freihandelszone RCEP: Handelserleichterungen, aber kein großer Block im asiatisch-pazifischen Raum

Abstract

Der Abschluss der Verhandlungen zum Freihandelsabkommen 'Regional Comprehensive Economic Partnership' (RCEP) am 15. November 2020 wurde vielfach als wich­tiger Schritt in der Entwicklung des internationalen Handelssystems gepriesen. Dass in dieser Zeit die größte Freihandelszone geschaffen wird, die die Welt je gesehen hat, ermöglicht es, Protektionismus nicht mehr als einzige Option für die Handelspolitik im dritten Jahrzehnt des 21. Jahrhunderts zu sehen. Doch auch wenn RCEP die administrative Komplexität der Handelsabkommen in der Region reduziert, stellt es keinen großen Durchbruch hin zu einem liberalen Wirtschaftsraum dar. RCEP ist ein relativ schwaches Handelsabkommen. Es hat nicht das Potential, aus dem asiatisch-pazifischen Raum einen monolithischen Block in der internationalen Handelspolitik zu machen. Zudem leistet es keinen Beitrag zur Überwindung der wachsenden politischen Spannungen in der indo-pazifischen Region.
