Ankara traut der EU keine Sanktionen zu: Die türkische Regierung zeigt sich von Brüssels Wink mit repressiven Maßnahmen unbeeindruckt

Abstract

Die Anrainerstaaten des östlichen Mittelmeers blicken mit Spannung auf die nächste Sitzung des Europäischen Rates am 10. Dezember 2020. Auf seiner Zusammenkunft am 1. Oktober 2020 hatte sich das Gremium selbst unter Druck gesetzt und angekündigt, im Dezember über die zukünftige Politik der Europäischen Union gegenüber der Türkei zu bestimmen. Entweder, so der Rat in seinen Schlussfolgerungen vom Oktober, wird die EU der Türkei eine positive politische Agenda anbieten, die eine Vertiefung und Modernisierung der Zollunion, Erleichterungen bei der Erteilung von Visa für türkische Staatsbürger und erhöhte Zahlungen im Rahmen der Flüchtlingskooperation vorsieht. Oder die EU wird 'alle ihr zur Verfügung stehenden Instrumente und Optionen nutzen […], um ihre Interessen und die Interessen ihrer Mitgliedstaaten zu verteidigen' - ein klarer Hinweis auf Sanktionen. Der Brüsseler Beschluss zeigt in Ankara bisher keine Wirkung. Die EU wird zu härteren Maßnahmen greifen müssen.
