Ein Paradies für Gangster? Transnationale organisierte Kriminalität in Zeiten der Covid-19-Pandemie

Abstract

Seit dem Ausbruch der Covid-19-Pandemie erleben einige illegale Geschäftsfelder wie etwa der Handel mit gefälschten Medizinprodukten eine Hochkonjunktur. Andere typische Einkommensquellen der Organisierten Kriminalität (OK) brachen aufgrund von Lockdowns, Reisebeschränkungen und Grenzschließungen kurzzeitig eher ein. Mit den stetigen Veränderungen der Infektionslage und einer zunehmenden Fragmentierung der Gegenmaßnahmen ist die Lage auch für kriminelle Akteure unübersichtlicher geworden. Was die OK mittelfristig beeinflussen kann, sind vor allem die wirtschaftlichen, sozialen und politischen Folgen der Pandemie. Neben Verschiebungen auf illegalen (Drogen-)Märkten könnten sich das Potential für kriminelle Ausbeutung in der Folge der Gesundheitskrise erhöhen und der Einfluss krimineller Gruppen auf Staat und Gesellschaft verstärken. Teilweise sind diese Entwicklungen bereits sichtbar. Die damit einhergehenden Risiken bedürfen erhöhter Aufmerksamkeit durch politische Entscheidungsträger und Strafverfolgungsbehörden und einer gezielteren internationalen Zusammenarbeit.
