Abstract

Die Erdbebenkatastrophe vom 12. Januar 2010 hat die Aufmerksamkeit der Weltöffentlichkeit auf ein Land gelenkt, das lange Zeit im Schatten des internationalen Interesses stand. Die Hilfsorganisationen sehen sich bei ihren Einsätzen nicht nur mit massiven Schäden an Infrastruktur und Kommunikationsverbindungen konfrontiert. Sie treffen auch auf die typischen Defizite eines gescheiterten Staates, der kaum zur Selbsthilfe fähig ist. In der gegenwärtigen dramatischen Krisensituation nehmen viele Helfer daher das Heft des Handelns selbst in die Hand - ein probates Mittel für die Nothilfe, aber nicht für den Wiederaufbau. Gefragt sind stattdessen eine größere Beteiligung nationaler Akteure und deren Anstrengungen, um Sicherheit, Logistik und Koordination nicht allein der internationalen Gemeinschaft zu überlassen. So könnten essentielle Strukturen staatlichen Handelns neu entwickelt werden
