Wer rettet Haiti? Perspektiven für einen gescheiterten Staat

Abstract

Der haitianische Präsident Jean-Bertrand Aristide hat sein Land verlassen, nachdem ihn die USA endgültig fallengelassen haben. Verfassungsmäßiger Nachfolger wurde der Präsident des Obersten Gerichtshofs, Boniface Alexandre. Obwohl sich die Lage im Land etwas beruhigt hat, streiten derzeit Rebellen, Opposition und Aristide-Anhänger um die Führung. Der UN-Sicherheitsrat beschloß am 29. Februar die Entsendung einer internationalen Friedenstruppe, die drei Monate im Land bleiben soll. Zehn Jahre nach der letzten Militärintervention bedarf Haiti jedoch eines langfristig angelegten Wiederaufbaus mit einem Zeithorizont von 15 bis 20 Jahren. Können die beiden Protagonisten, die ehemaligen »Schutzmächte« Frankreich und die USA, dem »failing state« Haiti diese Perspektive geben? Mit dem »Debray-Bericht« verfügt zumindest Frankreich über ein Konzept für ein langfristiges »State-building«. (SWP-aktuell / SWP)
